As for why it's not available on Steam, many speculate that the DLC was rejected by Steam.
You have plenty of examples of extreme content being allowed and tame content being blocked.
It was speculation. However, a post on one of these many DLC discussion threads which said the DLC was rejected was officially marked as an answer. I take that as confirmation.

Yeah this kinda crap pisses me off honestly....
Steam has no idea what they stand for, some games with adult content (or in some cases the whole point of the game IS the Adult Content) get a complete pass and get on the app with few or no problems and others are saddled with ridiculous censorship. It seems like anything from Japan that has anime tiddies in it is either outright censored or has to do an impression of a circus performer jumping through hoops to not rely on outside hosting for a downloadable patch just to make the game complete. So annoying, imo nothing should be censored that is legal to own....I mean you have to provide either a PayPal account or credit card info to purchase. If little Timmy gets a hold of mommy's Credit Card and makes a purchase than that is her issue....she should actually, ya know, be a parent and do some parent like things to make sure that this kind of thing doesn't happen....Just my $0.02
