It is the only controller selected, and I checked that control panel and it is the preferred device.
Still doesn't work at all in the game.

Allows you to use gamepad in games that don't support gamepad. Just remap keys and mouse to the gamepad.
Yes, I am aware of these programs. I extensively use joytokey.
The issue is that the joystick emulation in these programs are terrible and stuttery because it maps mouse movements to joystick movements. This makes games where very precise aiming using the stick extremely hard to play. M1TP2 is a prime example of this. It really needs native joystick support and not joysticks emulating mouse movements to play correctly.
With a stick you could try some flight sims too.
OK, back from trying the controller companion software and it worked fine, mouse was smooth. You can set the acceleration and sensitivity of the mouse control with the software but it was fine using default mode. You would probably want to edit some of the buttons though. The controller companion software is only a few bucks so I recommend you give that a go.
I tested the game without the controller companion software running and the game does see the x and y axis on the xbox controller but none of the buttons.
If an older game doesn't work with a controller, open the windows controller control panel, select your control, then advanced, then make sure the drag down box for "controller to use for older applications" is selecting your current controller.
