Frozen Pizza vs. Recycling

Frozen Pizza, a Very Rare item, lets you add an extra symbol every other spin.

Recycling, a Rare item, gives you an extra reroll every single spin.

It seems to me that Recycling is almost always better, though? Unless it's very early in the game, the player isn't going to be adding every item they're offered. Compared to Frozen Pizza, Recycling effectively allows you twice as many chances to get what you want. Additionally, Recycling has more synergies. Perhaps their rarities should be swapped?

The only case where Frozen Pizza is better is if you're adding a huge number of symbols relatively indiscriminately, but by the time you're likely to see Rare or Very Rare items, you're not going to be doing that.

Or am I missing something?

frozen pizza gives skip synergy, reroll does not off, -off the top of my head.
