Yep you can, see the video bellow. It does not require any 3rd-party software, and all free-roam events, Prestigious Bounty missions, as well as Call to Arms work as a solo player.
Using any 3rd-party software to modify your game can get your account flagged and banned. GL
"Solo Lobby in 60 Seconds." Or search for ".Meta" for similar videos. This one is short and easy to understand.

Thx mate! i try this! Its a shame from Rockstar what he do with this game... i never buy game from rockstar after this. i pay 60bucks for it.... play with RDonline 600hr i am lvl200+ and now the game unplayable..... full with bugs and only cheaters.....online
You're welcome 😊 The method in the video also lets you set a password for the lobby, so you can send the text file to your friends to play with you. If you don't have any friends, you should make some 🤣
Unfortunately with how the game was primarily designed for consoles first, which do not suffer from cheat much and anti-cheat wasn't a priority, porting it to PC makes it problematic with cheating and complicated/costly for anti-cheat -- M server implementation, for example.
Games like Grand Theft Auto Online and Red Dead Online are aging titles, and similar to all game designs, anti-cheat solutions need to be forward-thinking, with development focused on next-gen games while having some backwards compatibility. So in the mean time, there are unofficial solo lobbies on the PC platform.
You should be okay. But don't just take my words for it. You should read the comments from the Youtube video above and judge for yourself. There are lots of people using it 😊
