RDO server is down right now???

I bought RDO last night, then, installed it and joined Social Club without problem.

However, I found that an error message shown only after clicking to play this game on Steam.

Error Message:
Unable to connect to Rockstar game services at this time. Please try again later. (Error: 0x99701300)

I have tried it for several times, but same result is shown.

Anyone has same issue?

Is there any solution to fix it up?

It is unhappy and feel down on such situation after buying a new game.

this can cheaters do as well (disconnect etc.) ...

Finally, I can play the game.

But, it can be run without problem sometime, sometime not.
