This is so when hackers get banned they can purchase another copy for $5 instead of $60...
Because hackers are by far their best customers (Buying multiple copies at a time so they're covered if they get caught in a ban wave)
It also helps get more people hooked into their little online scam (because that's what it is)
The more people start playing, the more gold bars they will sell to people who get frustrated with the grind.
The fact that many of the most popular cosmetic items available in single player are only available in online with gold bars (making people who bought the entire game purchase them with real money TWICE) might also have something to do with it.
