Likely the only way to fix it is to create a private session (the above video shows you how).
The lack of animals issue is so bad, it made people who don't have any posts to make this the first 🤣 That's when we know it's bad haha...
The issue is on your end. I checked and everything spawns as normal. Everything works as supposed to.
You're playing solo using port block right? For everyone who's doing that, blocking ports to get a solo lobby will prevent on-going issues caused by cheaters but it won't block them all.
The reason is port blocking needs to be turned off to join online and can only be on after the lobby has loaded. By that time, if the lobby has cheaters, your PC has already gotten AIDS (Automatic Incoming Data Syncing...) from cheaters in your game's cache. So even if you go into a solo session after, problematic files are there.
For those with this issue, you should check out the video Fisken shared (Startup.meta). It takes your game from the main menu directly into a private lobby.
Be sure to clear your video cache before playing again:
C:\Users\Your PC's Name\Documents\Rockstar Games\Red Dead Redemption 2\Settings
You can safely delete all files except "system.xml" (that's your video settings).

So you're playing in a public lobby then.
Just because a group of players are experiencing the same things doesn't mean it's not on the player's side but the server side. I'll explain further below.
I don't doubt that this is happening to players; I'm aware it exists, along with other issues like fffff errors, unable to enter the stables, crashes when fast traveling, horse's butt on fire, giant alligators chasing players -- everything that exists now and rewind back 4 years. I can replicate all of those issues and I can go without having any of those issues, since back then to now. I'm not new.
It has to do with other players using 3rd-party cheat software, which disrupts normal players' games. In this case, it affects everyone in the lobby and their computers; therefore, the issue is on the players' end. Cheat software also gets updates and changes, which also gives different exploits and causes different bugs in the game over time.
Anyone can easily verify this through the process of elimination to solve problems -- remove other players and play alone and see if you still have the same issue.
Do it correctly with Startup.meta + clearing caches. Players can do this and find out the real cause of issues, or just continue believing that it must be something else and continue to suffer.
You're wasting your time talking to the reps. They have a long list of things to do, before they can even get to you. If you have money-related issues (you weren't credited for the gold you have purchased, etc.), the staffs can help solve your issue quicker. Good Luck.

But the staff wasn't able to offer a solution to your issue, your game still has issue, and I have no doubt you'll continue to have issues, but my game doesn't.
The logical conclusion is the one who solved the common issue knows something (I'm going to randomly say the staff is also aware but is restricted).
But the fact you're having issues is not important. What's important is that new/normal players who just want to play know about Startup.meta, so that they have the info to resolve their issues. That's surely clear and with confidence! lol....
You have no issues either? That's surely and confidently amazing 😊 It must be by luck that Fisken, you and I have no issues with the game after using Startup.meta. Maybe. I can't say with 100% confidence, because I still have lots to learn always.
It's interesting nearly every post about this issue come from those without any chat history.
Btw, you should add a how-to instruction in the description and include the .meta texts if you want. That would give viewers a lot of useful info.
Btw2, you should add playlists of the different games you have on your channel, so viewers can see more of your videos. You have so many different games, but viewers can only see 5.
