Report a translation problem
I would double check and copy/paste the codes again. Make sure when you save to text, the Save As Type is "All Files." And change the password part to something new. If you don't, you'd be playing with others using this file without changing passwords (semi-private).

Really I wish Rockstar would just support private sessions in the base-game, but I strongly doubt Rockstar has any devs looking at RDO anymore, so that’s probably never going to happen. o_O
No different than the meta file 'mod'. The Lobby Manager runs from the desktop only when you assign or remove different private lobbies, so it doesn't merge with the game whatsoever. All it does is creates the exact same file and automates putting it into the Data folder and removing it... it's literally no different asides from making the process super easy for people which it is. I started off with just the manual method of the meta file, but I'm able to keep and flip between multiple private lobbies on hand with the RDOLM.
Anyways, I totally agree. Rstar should've added this 'mod' just like they did in GTAO, but it will never happen and which is why they don't care if we use it because it doesn't affect any other player negatively... obviously we are forced to use private lobby sessions due to their mess of public lobbies.
