Also, the cheaters are usually new, get bored of the grind so they turn to mods (Or got killed multiple times by a high ranking player because they thought they could be all big-an-bad-in-the-ol'-west and took them on and lost.)
As such, MOST modders will either have a 1000+ (as a form of bragging or intimidation) or will have a low rank because they can't be bothered to change the rank and its a new account.
It doesn't matter, just don't play in public lobbies - You can play the game at level one - running over to a fishing spot(finding a fisherman) - steal his rod - and just fish the entire time - you get No XP for fishing, and can sell fish for pretty good amounts - you get some gold/xp from dailies or resets, but for the most part you can ignore all that and get so much money - at low levels that someone may call you a hacker for being at level one with some decent stuff(that isn't level locked) and get reported for it.
Reporting players for their level is the dumbest thing ever - let rockstar go after mod creators, and in turn will get the cheaters banned - if they ever do.
Red Dead Online has a total of 99 ranks that reward players. The player ranks up by earning experience points which are themselves obtained through completing missions and other multiplayer activities: reaching a certain amount of XP will earn the player a new rank. Each new rank will unlock items for the player to buy. Starting at Rank 10, reaching every increment of 5 Ranks will reward players with a Treasure Map and a total of 199 of these are available from ranking up.
Every rank from Rank 5 to Rank 99 rewards players, but it is possible to go over Rank 100. Currently the level cap is Rank 1,000

Go to in-game Player and if you've played a while you will see that indeed you can go higher. There are legit players that show over 100. I'm at 265 and well known on Steam for being legit. Haven't used mod's or hacks in the game and don't care to. For me the game is just to pass the time and have some fun. I have over 500 hours because I play most afternoons and evenings.
Makes sense that players with huge amounts of experience and Unlocks should show a higher level than 100.
An additional people can see for themselves is Game Rant noted back in October of 2023 a player achieving "Rank" 1000 after 9200 hours in the game. Do you really want to see this player in-game showing "100"?
All that said, Mods and Cheats are indeed a huge problem. So is griefing which can be legitimately done in events like Trade Route. Reporting people for griefing there probably won't go far since it looks to be intentionally allowed.
