There is no in-game way to create solo/private lobbies.
Why? I dunno. Because Rockstar/Take-Two hate their RDO playerbase? They ran out of budget and never implemented it? Who knows. :/
However, this video shows you a way to create private games. I’ve never used it myself, but a lot folks on these board swear by it.

For many this is the only way to play the game, otherwise you’ll just get endlessly harassed by cheaters. The PC version of this game has an awful cheating problem. :(
Side note, also unlike GTA, this game has no text chat; it only has proximity voice chat (although if you want to play solo, that info may be irrelevant).
Thank you very mutch, i seem to not have the Data file listed in this video where you copy the custom codefile in, however ive found some glitch in the meantime that might also work, but i wasnt able to try since it involves change appearance menu and i need 400 bucks so i tried earning some money, but then the old server-connection issiue that has been plagueing this game before happened and now ive just given up for today and playing something else instead XD
The link is still extremely helpful for the future if i decide to buy the RDO standalone through steam, cause that way i will have the same file path like in the video. So thanks for this!

Yeah i used to play this game regularly when there werent as many bugs and cheaters but i really only want to shoot around and have some wild west action with my custom character without having to deal with other players, maybe do some bounty (not legendary ones). Collector used to be my main role as i enjoyed traveling the map searching for things to complete the sets, but that is broken too.
Rockstar did us dirty with RDO, so much potential yet they didnt even try, im actually still that upset about what was going on when i was active, how they didnt listen to community feedback, when even a full clown parade from dozen of players rioted ingame against Rockstar, they didnt even notice. Thats how badly they have abandoned the game even before they officially abandoned, while EA, you know. THE big baddy, has gone out of their way to fix some last bugs and get some rotating weekly events going for battlefront 2 after they officially stated they wont no longer provide any content for the game. THAT is how bad rockstar has become sadly, worse than EA.

Wile Red Dead Online a game Ive still Love & considers to be on my top 5 but once you reach lev 50-100 thats it! nothing more to do than sandbox.
So to your question no there is no sutch thing as a Single lobby why i dont know, & by trolls & modders it seems they have free rain in RDonline as yeah not many play it anymore, as in GtaOnline ive encounterd a modder by 6/10 wile in RDonline 8/10 but when ive played it was incredible 4/10 but as of latley its increased or ive been very unlucky.
Ive personally Hope Rockstar Finish the damn new game called (GTA 6) & Make Read Dead Online Great again atleast to a True Comparison to GTA Online.
Rockstar to me is the lowest of all companies.
I used to hold Rockstar in extremely high esteem, but it feels like they’ve been dropping-the-ball pretty hard lately.
I hope the online mode in GTA6 is good with minimal cheating. If it isn’t, well, I can’t see me being excited for any future Rockstar releases.
I don't want to be banned because I used it.
However, I know this is a very popular method a lot of forum members have been using for the past year and I’ve never once heard anyone getting in trouble for using it.
lol, I guess you could contact Rockstar Customer Support and ask them if this method is legit. I’d feel bad for the poor customer service rep who had to pen a reply to that question. XD
*sigh* I really wish Rockstar would just release officially-supported private/solo lobbies, then this work-around wouldn’t be necessary. :(
Or better yet, I wish they’d come up with a solution to effectively reduce the insane amount of cheating online. It’s hard to enjoy their game on PC without using these “tricks.” :(
By that i mean, what we have, right now is at least something to offer to those who want an out; an ability to enjoy what has been made without interference. Also that the spontaneity of meeting others can still be achieved through external posse's on Discord and elsewhere. You really should try it sometime. You may play RDR strictly on console, but perhaps a private posse would change your mind on a lot of the issues you raise. Food for thought.
While console is the more positive and authentic experience i wholeheartedly agree with, there's still the opportunity for interference on those platforms and doesn't in any way negate the harassment of other more toxic players. RDR1 had PVE and PVP separate lobbies, but you can bet your buck that was the last time Rockstar were to allow such a function for their Online content. I'm not talking business functionality, i'm talking friendly fire modes turned off and social interactive play encouraged. They've dropped this entirely and it shows in their recent titles. It's more "fun" if players have an all out p*ssing match according to the marketing big wigs. PVP oriented games don't sell like hot cakes for no reason.
There's certainly no risk in using it since RDO was a beta, I used it, my account is still normal, and I can say that nowadays it's easier for you to get banned by continuing to play with cheaters who use hacks in the same session than with this method, and the rockstar already knows about this and they don't approve but they also don't consider it cheating because it limits the player from participating in some events and that's why they don't ban anyone who is using this method of creating a solo session.
