Be sure to enable cloud saves.
1. navigate to "documents" directory.
2. navigate to "Rockstar Games" folder.
3. navigate to "Red Dead Redemption 2" folder.
4. navigate to "Profile/A2C8374F" (the alpha-numeric folder will be different in your case).
5. Delete the single 'FILE' called "Player"
6. Take out the trash
7. Launch Red Dead Redemption 2 from steam.
8. When the launcher popup says missing files detected, click and confirm the option to use the missing file. Disregard the cloud save file.
9. Launch the game and load online.
This will force the server to reinitialize your save data online. Normally, I would use this option if am crashed by a modder or cannot buy things at shops but If you say the audio works otherwise then this may fix your issue.
In my case, the audio doesn't play when the shotgun shoots in the intro. It works in the main menu and the online screen. Normally the story mode screen audio once played will play in the online screen as well excluding the ambient atmosphere of nature. Also, different audio will initiate once you choose to load online seperate from the main menu screen.
