How does the matchmaking of story missions work?

Im triyng to do the story mission of "Kerosene, Tar and Greed" and tried to matchmake for more than a hour in 2 different days.
Does anyone play this specif mission or does rockstar limite player searching in the current lobby if so how can i leave my current lobby where i connect every time with 2 players
