Missing files, broken "verify integrity"

Under what possible legitimate condition should "Verify integrity of game files" say "all files are successfully installed" when the only file in the entire "Red Dead Redemption 2" folder is "installscript.vdf" (2KB) and that's it. Uninstall/Re-install, no difference, and on re-install it instantly says its "finished downloading Red Dead Online" - (and only downloaded that single 2KB file) - and renaming/removing appcache does nothing

Turns out the cause of this problem was simple, but you'd never know by the clear lack of effort from developers. The issue was the wrong steam account was logged in. Why would anything this simple make such a mockery of "verify integrity" and "all files are successfully installed". Obviously there's massive holes in both of those processes, and i'd never advise anyone including support staff, to rely or assume anything based on those messages.
