If you wanted "Red Dead Redemption 2" on your Steam account then you needed to buy Red Dead Redemption 2.
Like, will it just see that RDO is installed and have two steam launchers for the online and story modes, and the Online character will be the same regardless of which way I launch it?
About to download again in steam no. I have bought for my second account red dead online and not have download nearly nothing only a few kb. Probably same for who have only red dead online.

Are there separate launch icons in steam for the story and online separate? Currently, I have a launch icon that is "Red Dead Online". When I buy the story mode on steam later on, will I have a separate icon for "Red Dead Redemption 2"?
As for the files, the files are the same for both games, no difference. When you download RDR2 you also download RDO. When you download RDO you also download RDR2, the files are identical
This thread on reddit talks about a disconnect beween the Rockstar launcher and Steam for this very subject. Valve needs to address this:

No, you don't need to have rdr2 on your account to be able to play this stand alone rdo. But if you buy just rdo and than buy ingame story mode you won't have rdr2 on your account. Just rdo with story in it. Pity I found it after I bought store mode.
Idk about it. Because i have both because i have two account about red dead online and red dead redemption 2 launcher on steam ;)
