Report a translation problem
Once you have spoken to a few more people (and it can require finding books that introduce you to the ideas, returning them to the library and then being able to discuss those books) this should open things up.
I've made a note and added to what we need to improve.
I suspect it's because I've already made it to Kalgoorlie through Southern Cross people.
I've had the same problem. I couldn't initiate the talk about trade at all. The only option was to betray the plotters plans. I made a save, talked to Brennan and he called the meeting. Long story short, I pleaded the case of the plotters, they deposed Brennan and basically got what they wanted, everything went smoothly and peacefully, Mira became the new leader. Yet she is super unhappy now that I betrayed her trust, (the only way I was able to seemingly push the quest forward,) even though she got exactly what she was after.
Very weird quest design/writing that takes away from an otherwise very enjoyable game with great potential.
There are other quest examples too. Finding the Ripper and bringing him to justice being another one I really don't like the structure of.
I don't think the quest logic in this game is working properly.
OK - thanks a lot for this feedback and, hey, really sorry you encountered it. Appreciate all the details as it helps me nail down exactly where to go. Yes, this looks like an issue with a case of a few things on the go not properly accounted for. I know the lines and the outcome you're referring to and while this should be quick to fix next week, I apologise that it's affected your playthrough now.
Thanks also for pointing out there may be issues with the Ripper logic. I'll pass that on to the writer of that quest and we'll get this stuff looked at and in QA.
I convinced everyone I could talk to except Talia. I only brought 5 books but... really?
It doesn't feel right. My only option is to "betray" Mira and then she's pissed off but the game doesn't give me any other option, and that's just bad.
I also have no idea how I can start a trade talk.
I have to go the very unexciting and boring way of looking for books all over the world, hoping I didn't sell one to the travelling merchant. This is not fun.
It doesn't seem to stop the change of leadership or trade agreement but Mira hates me :D
When I speak to everyone and finish the small shutout with the raiders I have new dialogue options to talk about Belives (or whatever) with Brennan.
I use every dialog options and the quest is stuck in completed state.
When i start talk again the quest resets and when the dialog end, the quest again set in state - completed but did not go to FINISHED section of the quest log.
It's very sad because I realy like this quest line , seems like broken. Any way to reset the entire quest from the beginning? Is there a command line or console in the game that we can use some dev commands and reset the quest ?
Any other advice will be helpful too.

I would like to say to the developer BadAstronaut (this before the April 20th patched up date and still on my first play though) a bug I had encounted for this quest is that finding the Ripper and his wife, I talked with and offered take the Rippers necklace to take to back to Meridian for cash (there were other options that I explored of killing the Ripper of course for the bounty, a Humanist option to escort them to Meridian free of charge and a Humanist option to buy the necklace for $500 to help pay for their entry into the town). I'm not sure when the quest item dispeard, once I had it, I decided to talk to them again to trigger the dialogue to fight the bounty hunters and after I done that and escorted them to town, I had use the rest mechanic to heal the group, which in turn triggered a cut scene where Mick had a argument with one of the members of the Brookten convoy about reviling the Ripper is in town for him to face justice, where I stepped in with Humanist options to convinced him to leave the Ripper be. After this I went to Hunters & Collectors to drop off the necklace for the bounty quest and it was gone and the only why I could complete it was to dobe him in
(and another option was to extort his wife to pay $100 per week if she doesn't want me to revel the deception)
