Why? Because they're two different platforms and even non VR titles don't give out a copy of a game to another platform - they rarely do and if they do, they got a system to make sure that your first account is perma linked to it, so you can't just sell the free copy.
Edit: Just read in another topic that you can simply download the Oculus PC program and install it on your PC. The game should be accessible through your Oculus library

Yes, Zenith is crossbuy, and will give you the Oculus PC version and the Oculus Quest standalone version if purchased on the Quest storefront. Make sure you do this if you plan to have both.
As for SteamVR, different story, but that's normal.
Is this standard for games/apps bought on Quest 2 store?
A lot of Quest games are "cross buy", but I don't think all of them are.
