Anyway, get the Elemental Pike relics and if possible Divine them. I currently have 3 of them, 2 Divine and 1 Standard. Also purchase only the Elemental Pike and Drill Speed buffs from the buff lab. Obviously the Elemental Pike buff increases your chances of finding Isotopes, but the Drill Speed Potion will get you farther down where you also have a higher chance of getting He3.
The buff just increases your chances of finding ANY isotope, so it's not a guarantee of getting any He3. However, by keeping the buff running as often as possible, you still double the amount of isotopes you are getting which again over time will also double the amount of He3 you will get. If you just look at a single buff time period, then yes you may not have gotten any He3, or the same amount as usual.
As for how I already have 2 bombardments and am on my way to my 3rd, it appears I'm a bit ahead of you. I have 5,557 hours in the game, pretty much keep it running constantly since I started back in Januaryish. I'm down to W2-383 with 8 miners, so a bit farther than you, but not absurdly more. I also have 3 Elemental Pike relics with 2 of them divine, so that gives me an additional 65% chance of finding isotopes.
As I also mentioned, pretty much all the energy I generate from the reactor goes into keeping the Elemental Pike buff activated, with any extra going into the Drill Speed buff to get farther down quicker.
So with the combination of my relics and buffs, I'm constantly running at a 165% higher chance of finding isotopes.
