Look for total energy production, it should be a negative number when you mouse over it, that is how much energy the bombardment will drain.

Bombarment-cells generate heat and Consume power.
So to use bombardment you have to do 2-things:
- Cool it the same as you would with fuel.
- supply it with enough energy
energy can be supplied by having some fuel-cells providing enough power, or by having it stored in batteries. If you can not provide enough cooling (even by just 0.01) everything will stop. And if you can not provide enough power and the batteries run low it will also stop.
with a fuelrods providing 20 energy and the bombarment needing 24 energy you must make sure to never reach 0 energy or it will stop - it will not slowly keep on running but fully stop until you can supply it with enough energy again.
