is there a way to increase the amount of relics you can have at one time if so how and what is the max

Max is 15 slots. You can upgrade it by excavating "Relic bag" with scientists.

and even then, 15 slots fills up quite fast, especially when you have to decide weher you want cargo expansions or not for long term storage.

book of secrets is so rare, its seemingly hardly worth the sarificial upgrades.

Yes, and if you go that route, I definitely recommend exporting your game for each step (corrupt core, sacrifice relic to upgrade etc.), especially if you're going for the double (corrupt core, upgrade BoS to BoS+, bless core, upgrade relic straight to divine)
