Some of the girls in the shelter you can talk too in their rooms and offer them jobs in the settlement.
You can keep visiting Tiffany on the surface and get frisky with her.
Keep working at the bar and unlock Jay's stuff
But I found that if I seduced Mia the car mechanic, I stopped with the greenhouse stuff and if I seduced greenhouse girl Mia sort of fizzled out and the garage remained closed
I think the loops are place holders for the next part to jigsaw in.
I'm pretty sure that with some choices you hit the content wall for a certain places and people and in other instances the content isn't there yet.
If you've had the bandits visit your camp once already, you can proceed with the bandit arc by unlocking the armory, the leader straight up wont come back until you do. To unlock the armory you have to fix the car with the garage route and use it to drive to the bandit camp and free the people there.
As solitary suggested the green house arc with mia and grace is largely placeholder at the moment, if you are having trouble unlocking certain scenes in it, you can refer to the walkthrough in the guides section.
Having read your comment, yes you have finished the current content in the game as of this patch.
EDIT: To clarify if you peruse the tags associated with the game it is intended to be non linear. That is why you are under the impression you are in a 'loop.' There isn't a definitive end to the game either, even after finishing the story (when the game is fully released) you should be able to continue to play and re-trigger the scenes you've unlocked in your path.
you either go along with the bandits or get the bad ending, there is a little more bandit content with 2 additional scenes after going to their camp, but otherwise that is the end of the main story.
I accepted their deal but didn't go with the leader since people didn't like that. After that scene there haven't been any new scenes with the bandits and I have no access to the bandit camp.
