Kasandora bug? Related to plague

I discovered a possible bug -- not sure if this has already been discussed. I spent extra time leveling up Alonso in after defeating the last spawner. Got into a few random siege battles. Went back to Bloodpool and Fillmore to finish off some sidequests.

Went back to Kasandora. Eventually, the plague cutscene/quest triggered automatically, with the last Settlement Siege quest not finished.

During the Settlement Siege, nothing was spawning from my workshops or fields due to the plague. I couldn't figure out a way around this. The quest was still "beatable" with rationing and fort positioning, but without palisades & field spawns, it was nearly impossible.

I ended up resetting and reloading my save to see if that would fix it. Same thing happened. Kasandora immediately triggered the plague without the final Settlement Siege completed.

Reset one more time, went down to Kasandora, and EXTREMELY QUICKLY went into the quests and started the Settlement Siege before the cutscene. That ended up working.

I imagine it has to do with how long I waited to grind Alonso's levels. Has anyone else run into this? Is this intentional, or a bug?
