Report a translation problem
It isn't super clear about what it requires to complete it, but yeah, it's not that it's bugged, it's unclear completion requirements.
Just keep playing, getting as much population as you can to trigger the next quests.
There's something you need to do to the islands to get more quests to unlock.
I loaded a saved game from before. This time, my population was only 42, but it was enough to attack the monster lair to the east of the temple. Seriously, this is a huge progression break bug. I can't believe testers hadn't find that destroying everything on the island before the quest triggers results in this issue.
I hope they fix it soon...
