Report a translation problem
Edit: Also, I thought maybe since I hadn't played recently that mods might be an issue. I was using Hoppers and Barely Enough Items...removed those as well, but that didn't have an effect.
The only thing I haven't tested is re-installing at this point. I was waiting for 4.0 to see if that would fix it.
Edit II: Uninstall / reinstall doesn't seem to help. I'm happy to test or troubleshoot anything, but I'm out of ideas. It doesn't seem to affect anything but my sanity. I can backup my saves manually.
Edit III: I've noticed that if I mouse-over the cloud icon on my library game page, it always says Downloading files from Steam cloud, whereas other games briefly say that, then immediately say "Your Steam files are synchronized for this app." It doesn't seem to be connecting for whatever reason. I've left Steam open for an extended time hoping to resolve it, but it seems like it's still trying to connect." Library list always shows that it's at 100% synced, but it doesn't complete.
1. what OS are you playing the game on that has the "retry sync" error
2. what other OSs do you also play on, do they have the same error
3. what is the contents of your %localappdata%/APICO or equivilent (all files + subfolders pls)
2. I only have the laptop, can't check the game on anything else, sorry.
3. This might get long, but here goes: first there's three folders - backup, mods, saves. And one file named steam_autocloud.vdf
In the backup folder there's 3 gamesave json's. (Could this be making steam confused, since I had used but then deleted all 3 saves in-game at some point?)
In the mods folder there's, a lot. _MACOSX folder, mod-banners folder, mod-check zip folder, mod-icons png, mod-list and mod-logs text docs, mods.json file, and steam_autocloud. vdf appears again. Please don't tell me I have to check all these folders too. (But will do if needed.)
In saves folder there's 3 files, gamesave-1.json, settings.json, steam_autocloud.vdf

I originally backed up the APICO appdata. Then started the game which prompted the message about potentially losing saves. Once in-game, saves were there, but I deleted them all. Exited the game, turned off cloud sync, restarted the game, created a new 4.0 save (APICO_Rainsong_Day_1_07). Exited the game, uninstalled, reinstalled, turned sync back on.
It says it's at 100% synced in the library list, but the game page cloud mouse-over shows that it's "Checking". Last year's saves are all there even after deleting in-game. It's as if it syncs, but just never completes the process. I can delete everything in appdata manually and try again.

I turned on sync and the error message states that "Some files conflict with versions in the Steam Cloud. Click to resolve."
It opened the Cloud Conflict window and asked if I wanted yesterdays Cloud Save or today's Local Save version to launch the application. I chose Local Save to overwrite cloud data.
It now says it's synced. I played again, and it seems to be syncing correctly now.
tl;dr - delete all files and folders in local appdata

interesting - i see you both have a .vdf file (steamcloud config file) in the /saves/ and /mods/ locations as well as the top level /APICO, i wonder if those files need to be removed, as only the top level should have a .vdf? Perhaps its causing an issue having multiple of those files
Alright so, first I removed the additional .vdf files, leaving only the one in top level. Started up game, they didn't get added back or anything, but steam cloud still acted weird. Tried just deleting what's in the backup folder, but turning on steam cloud adds all three saves back, and it stays stuck on 100%.
I tried a mix of deleting those backups, the backup folder, verifying files, launching the game at various points, but steam just keeps up the same thing, it really wants those deleted games to stay. (Also sometimes the game doesn't let me click on the Quit button unless I target the very sides of it, but idk if that's just something on my end, I have a bunch of windows open rn so yeah.)
........Dang it. Why steam doesn't just let us delete what's in the cloud from the game's properties is beyond me, but let's see if this works.
Okay so the backup folder isn't the issue it seems? The old saves remained deleted, but the cloud is still acting up. Also, steam never got back the two .vdf files I deleted. Not sure what to try next to pinpoint the issue here, the mods folder? I know I can delete the whole thing like the other person said, but I'm invested in pinpointing this now :D
