Looking at the terminal that lowers the vent...
-Go through the window, go down the ladder. Break a grate on the right and turn a red wheel. This will raise the water level. Go back to the terminal that lowers the vent.
-Press the terminal and then go back into the water room. Some times going down the ladder can be awkward or tricky. Try different angles/approaches. Try to be quick after using the terminal though as the terminal resets after a while and the vent closes.
-After you pass through the lowered vent into the room you'll see two passages on the left and right. I think the left passage is useless, feel free to check it out. Either way break the grates and go through the right passage.
-On the other side of the pipes in the right passage you will find a red handle. Take it back to the awkward ladder (you will need to press a button to open the vent and return to the starting area). You should notice a slot where the red wheel can be inserted. Place it there, turn it to once again raise the water level. If you're having trouble finding the area where you need to place the wheel, go to the starting room where you use the terminal. Look through the window beyond the terminal and you should see a red hole in the pipes right in front of you.
-Once again lower the vent with the terminal and return to the right hand passage where you found the valve in the water. The water level is now high enough to climb up through a shaft.
