What makes you imagine this game may have been developed by some poor, down-on-his-luck college kid who is possibly at death's door?! All you had to do was look at the store page right here on Steam to see that this game is developed by Ringzero Game Studio. It took me mere seconds to find the website:

NACON has a track record of strong, steady growth, with an average annual growth rate of over 20% in the last three years and revenue of €113.1 million in 2018/19. In the first 9 months of the 2019/20 financial year, revenue was €104.2 million, an increase of 25.1%.
