It may be helpful to send your save data if possible.
What resolution are you running the game on? What is your GPU? If you re-enable Vsync does the issue come back?

Lurkers feel free to check out that sick save data, but long story short I've done some further testing - and adjusting hardware profile doesn't help, but moving my config data out the appdata folder did. Unfortunately I haven't found a way to do so while maintaining progress, so a fresh save is required - not a hefty cost, but may put some folks off - but it will allow you to get past the load screen.
One thing that may be of interest is I changed GFX cards between the last save and this current one, so may be related in addition to the patch adjustments?
