Most implants are good on their own, some implants need others to perform well, and some implants just don't go well with each other at all. Same goes for weapons too. The Ammunition Gland is pretty good (yet I wouldn't call it strong), but you want to use something semi-automatic or burst fire, like shotguns or pistols. Because usually they have more damage and less ammo than full auto. And full auto is pain to fully regenerate too.
And of course, there are quirks to each implant. For example, the Ammunition Gland takes 1 second to regenerate 1 bullet, but 5 to regenerate 1 rocket and 1 tranq ammo (for balancing reasons). The Alien Leg Wetware is better than any jump implants, since if you perform the kick jump technique, you will get almost the same height as you would with the Vertical Entry Device. And it won't ruin your bhop too. Still, if you want to use the level IV armor, then you actually want to equip the Vertical Entry Device instead, otherwise you won't be able to jump at all. The Skull Gun is another good example. It is considered useless by many players, yet it has good armor piercing and damage and also it's silent and has aoe damage, meaning that you can wall bang some targets through thin walls. But on the other hand, you don't want to use any speed implants with it.
