Apartment atrocity goons are unkillable?

I had to use a rocket launcher to kill the dude knocking on my door. Headshots, the sniper rifle, nothing was hurting him. I don't remember this in my last playthrough...

If i remember right he just has a ton of health use a shotgun or fully automatic gun and aim for the head

I think he has no headshot multiplier, but he can die with one rocket anyway.
