Find Hirose help

I need help with the Find Hirose mission. I'm trying to go into the Hirose Family Office but the front door is locked. I noticed a ladder next to the building so evidently I need that but I can't interact with it. What am I supposed to do? Is this thing glitched or something? I'm in a pickle.

You actually need to use the ladder, there should be cutscene how you pick it up and use, Maybe try looking not at the ladder but something else, like window?

That is exactly what I tried to do and nothing happened.

I ended up fixing it by quitting the game and reloading my save file.

Still sucks the glitch happened though
