Is it possible for a cat to simply refuse to spawn?

I spent the better part of five hours last night looking exclusively for Shiro and couldn't get him to spawn regardless of what method I used to reset the spawns. I have every clan creator leader, and have done more than enough substories for a world reset. What the hell is happening?

Update: Still no cat.

At the end of the day it is just bad RNG. I spent hours getting Victoria to spawn.

Some small things that helped me:
- Getting into a random battle makes cats despawn, try to avoid those near the spawn points.
- No need to use substories, people also said playing a minigame works. Personally I used a taxi to go back and forth which seemed to reset the world as well.
- I also noticed that which cats spawn at all is also RNG. So if you have like 2 left to do, you should alternate between them. Once you are on the last one it should be easier to get just that one to spawn.
