Race Finishing/saving Issue

Hello, I am trying to get further in the game. First: I cant seem to get past level 9 because I'm not being given any new tasks for customers. Secondly: Every time I finish a race, the save screen displays, load bar does not fill, and I get stuck on that screen even after multiple restarts. Any help in these two areas would be greatly appreciated.
