You're best bet is to set vsync to fast in the gpu cp. That fixes studder in many unity engine games.
Just make sure you try in game vsync both on and off (with it forced to fast in cp) to see which runs smoother. It's weird but it works.
That being said, there are some egregious problems with FPS in certain areas, where the FPS will just plummet into the floor in specific areas and then shoot way back up. There's a certain area in the into bit of the game (after you check Leon's apartment) where there's a REALY bright wall fixture, and my FPS would go from 140 down to 55 JUST in that specific spot.
There are some serious optimization problems with this "redux"

I have an RTX 2060 and I installed the game on an SSD. I also tried it with raytracing disabled.
Seems to me there's an issue with the game.
Ok...if I was wrong it doesn't change the fact that changing motion blur from high to medium will gain you 40fps.
I assumed it was unity because it has issues that are generally unity specific.
You have a 2060... What cpu do you have? How much ram? Version of windows?
Knowing a gpu says nothing.
Hell I have a 2080ti and Watch Dogs Legion dips below 30fps at 1080p. Why? Because my i7 5820k which is a 6 core cpu overclocked to 4.4ghz is old. Speed and cores mean little when their are tons of IPC gains between generations and new instruction sets.
The point is I'm getting great framerates like I said, and my machine is reasonably capable. I say this to make it clear I don't have a general performance problem, I specifically have a stuttering problem.
My CPU is a Ryzen 7 1800X, I have 16 gigs of RAM, and I'm running Windows 10.

Slow-Mo when entering a new room. Micro-Stutter and random lags when turning around. Great.
My guess is it's another unoptimized game from bloober team because that's basically all they make. If you're lucky they will fix it but they never fixed the original version of this game which isn't even that old.
------>Anyways here's how you can fix it on nVidia gpu's. Go into the cp and set vsync to "fast". Then load the game and shut vsync off and if you still have any studder turn it back on in game and leave it on fast in the cp.
The issue is basically every game they have made has a frame pacing issue that they don't seem to want to fix. Thankfully fast vsync usually takes care of it.
