So to the OP to answer your question. This game has elements of that game but it's not the same game. A big focus of this game is setting up alcohol deliveries however devs have been adding stuff to the game like last patch you can now make gambling halls and casinos and now this patch you can do bank robberies and jewelry heists. But the game is turn based while G:OC was more rts like. This game once you learn it gets addicting but it's not exactly like organized crime. Hope this helps some.
This is a tycoon / management game. There is combat but it is very simple and that's pretty much it. No firebombs or anything like that. Turn based. The AI is a little underdeveloped. Most of the "manipulation" in the game is based on relationships, not boomsticks.
That said, I really like this game. It captures the feel of the era very well. I haven't tried the brand new DLC so maybe the addition of roles will expand the "crew" aspect of the game. Before they were just mules and that was all.
The devs are also hard at work adding new things to the game, so who knows, maybe some day this game will superceed the original Gangsters.
edit: is there any other game like this that even reminds you of Gangsters Organized Crime?
