According to the in-game description, Closers “takes over buildings at a steep discount and can make deals with outfits outside of town.” I haven't tried to buy a building with a Closer, but I've heard the discount might be worth it? Iirc their scheme gives you booze, but I'm not sure. When I noted it down for the Guide, my Closer kept on getting arrested.
But in a completely place, right? So it could be anywhere.
So that is your guide. Thanks for your service; it's been immensely helpful. I hope Accountant works out, or maybe Closer. the game has become such a grind. I never have enough money to expand into a new building. I'm almost at turn 300 and I'm still on T2 alcohol. Gambling got me a building on the first try but nothing since.

How many gambling ops do you have? (You can have one per precinct.) Ideally you want a few, and only the ones for regulars will put gamblers into debt.
From experience, all I can really say is to keep telling them you want a building (if that's an option they give), because eventually they *will* give one to you. When you first start getting gambling debts to collect, they run away a lot. I think a part of it might be down to how much status you have, because when you get your first gambling joint you usually aren't that big of an outfit. As the years roll on, you get bigger and bigger and then the only time you don't get a building is when you already have like 3-4 in that gambler's vicinity. But the more gambling joints you have, the more buildings you can get. Even if you only run gambling dens, make sure one of the features is either Card Games or Bookmaking and the buildings do start to stack up.
Another option, if you have Shadow Government, is to win politicians in your territory and enact the Abandoned Properties law. Provided there is a building near the ward office, and within your territory, you can use it to get a free building once per politician per time in office.
Okay, so not just anywhere, somewhere in your territory - that makes it better.
I have one small gambling house. My very first debt got me a building but nothing since after a dozen or so. I've just got a captain promoted to Mouthpiece so I can bribe more cheaply so I can more freely to expand into more precincts.

I have my closer; it's a 25% discount. I was hoping for 50. BTW, your guide says that buying multiple buildings in the same turn prevents the cost from increasing. If this was previously true, it isn't anymore. I have 7 or 8 opportunities withing my closer's movement range and they all go up when I buy the first one.
Also, what prevents you from getting one. I have two building at one corner and I can get both. I have two others where I buy one and the other disappears.
