Personally, I prefer overhead management sims. So City of Gangsters is ideal. I like controlling the over-arching aspect of a criminal empire.
You get some of that with Empire of Sin, but in my opinion, Empire of Sin destroyed itself by forcing the X-Com style tactical battle system into itself. I don't WANT to have to manage my guys on a ground level and fight every single ♥♥♥♥♥♥♥ battle. I just want to manage the cashflow. Just produce some ♥♥♥♥♥♥♥♥♥♥ liquor, don't make me fight a tactical battle for the right to own a whorehouse.
Again, it's a matter of taste. I'm speaking personally. If you want action, then Empire of Sin is the better choice. Just be sure that you enjoy X-Com tactical combat, because that's what you get.
Me? I don't like that. At least, I don't like it as a forced inclusion to what is otherwise a business sim. I enjoy my business sims to be high-level and spreadsheet like. That might sound like an insult, but I'm 35 and my free-time is best enjoyed as being like work, but not work. No irony whatsoever intended with that statement.
CoG, on the other hand, is really dry with its presentation and you absolutely have to turn off the music. The battles are just modified dice rolls. In the end game, you end up running a very high number of errands which mean a ton of mouse-clicks: you can't delegate this stuff to your lieutenants. But the management part of the C0G is deep without being over complicated, and you have to pay attention to the people in your community. Getting a production line to supply illegal booze up and running is very satisfying.
A third option is Cartel Tycoon, which sort of takes CoG but puts it in 1980's Tropico, and you become a drug lord.
