To bribe them you indeed need to first make use of a favor a a non police NPC to raise your standing with them.
Oh yeah, this, forgot about pointing it out. This is especially nedessary if you want to bribe a precinct which is a bit further away from you
If you can see anyone in that area already willing to buy booze, load up and go sell them some cheap. This is the best way, if possible, because sooner or later the cop will respond to the heat generated from your booze sales, will become known to the booze retailer, who will thereafter be able to offer an introduction to the cop.
Basically, you're looking to earn just one favor with as many local businesses as possible, because the chances are someone there knows the local cop. Use those favors (if that business guy doesn't know the cop, or any of the cop's known contacts) for introductions to / relationship boosts with other people in the area, then check their contacts / use their favor for an intro to yet another business.
Sooner or later you'll get that necessary contact / favor for an intro to the cop himself. Sometimes it just takes a little perseverance, but it's worth it in the long term.
That's some 200 IQ tactics there!

Heh, hardly! But it is the one real advantage of playing these types of games at my usual lethargic snail's pace... it sometimes makes it easier to spot the more subtle aspects, which are otherwise easy to miss.
Pursuing as many 1-favor contacts as possible is a very sound policy all round, in terms of learning new skills and (especially) having a much larger pool of potential Crew members to choose from. Having more people able to put in a good word for you with potential booze buyers is never a bad thing, either.
