I also get an error when trying to send a bug report. Seems like I hit the jackpot here.
edit: I might have figured out the problem. I think it's connected to the R18 dlc from the homepage. The time stamp of that file predates the Sara dlc. That might indicate that it wasn't updated correctly at some point. I can't compare it to the steam version of the DLC though (steam has recently changed its regional polcy for my country).
If this is correct, only the R18 file from steam would be up to date while the one from the homepage would cause an error. It would explain why only the extras in the dlc are affected and why it's so difficult for you to pin down.

Anyway, I found a loophole. Downloading the file from the homepage and placing it in the folder somehow made steam register it as an owned dlc anyway. At that point I was a able to re-load it through the settings menu. Odd, but worked.
Meanwhile I learned that you can make steam download free dlc's by pressing win+r and then entering the address of the dlc. I've done this for a couple of other games by now. Here's a thread that covers it:
