IMO, you absolutely have to plan your deck (using larger cost cards or actual Songs) around getting this ability before you actually get it if you want to maximize it.
I am tempted to run 4 scouts at some point, to play around with this. But since it's after the last town, you can't really make many changes to adjust for this ability.
There might be some value if you have more heroes using mind damage.
Or if you are struggling with ill-timed Stanza 2 and 3 songs. (And it might be slightly better with the rest of the build, than the small weapons you could get)
If there were more songs that became cheaper while increasing the stanza requirement for instance, I could see it doing more. You do get a chance to shift your upgrades at the top level.
