His starting deck has no heals
On high madness you have a significantly limited economy, so you would have to dedicate a decent chunk of it to crafting heals. That makes him a poor choice for the early game.
His Healing Flasks Enchantment also doesn't require any healing spells or anything like that to pull off, and it offers fairly good healing without needing the healing perks.
Duality is awesome, and he has access to good scout cards to help thin his deck down to only good cards (maybe even song heals if you find a consistent way into stanza).
His late game Philo Stone/Alkahest are both extremely good as support traits.
So he is primarily limited by his early game. If you can make it out of that, he can probably transition into a solid Healer/Support. However, he might end up weaker than other dedicated healers in that role.
To me, he falls into a similar place as Nezglekt, where he has access to loads of good cards, but he doesn't really make use of direct heals. Either of them can offer good supplementary healing without much investment, but it wouldn't be as good as a dedicated Malukah/Regi or something like that.
I compensated by running him with Bree+Yogger and trying to get by via stacking vit w/ both Yogger and Bree contributing.
His utility strictly feels "win more" than it does contributing to getting to that "win more" phase, idk how to feel about him personally.
Bernard should also make a good team with Malukah or Nez. Following the motto: Two half strong healers replace one specialized healer.
So I think Bernard always needs a co-support that also can heal.
