How do I get spell swords on the Cold Queen?

By default you get one for each 2+ cost spell you cast but when you level up you can choose for it to be 2+ any card or 1+ spells. You can also get them with the new weapon from the rifts

If you look in-game at Amelia's level-up options, check out the first (level 1) effect.

Additionally, the conditions by which you gain Spellsword can also be affected by her Level3 options (TimeLoop, etc.).
One of them makes non-spell 2+ cards also apply spellsword, and the other makes 1-cost spells also apply spellsword.

There is SpellSword artifact in some place in act 2 or 3 though I do not know where.

Talking about the sword? I think you can find it in any of the eldritch rifts
