Other DLC "Wolf Wars" and "Sands of Ulminin" have mixed reviews, to put it lightly. Both of them had a lot of negative comments, mostly due to prices (WW also had them because gamers have different expectations that what was provided). I personally like them both, but I have to agree, that WW is not adding enough (1 character, 1 pet, few skins and lore zone). Sand on the other hand add a lot, but the fact that this DLC is more expensive than base game is puzzling at best. Though 2 new characters, 3 pets (one of them is garbage in my eyes) new zone for act 2 or 3, plethora of new cards and modified old cards are nothing to scoff at.
DLC are not needed to enjoy the game, but they can enchance the experience as long as you are okay with their (high) prices.
it's meh outside of being a tool to support the devs.
wolf wars doesn't add much, but yogger is in my opinion fun to run.
the wolf wars story is doodoo but i think the amount of times i've ran yogger and he's been a complete hurricane of destruction makes it worth it to me.
plus, corrupted wolfy isn't bad, and looks ♥♥♥♥♥♥♥ SICK.

sands of ulminin adds a lot, new region, new characters that are objectively really good, new items, new pets.
navalea is incredibly deadly when you pair with a good dark team or properly equip her
and laia is just all around an incredibly destructive force that i bring in the majority of my runs nowadays. she's a good healer stand-in when you don't want to actually use a healer, and her DPS is pretty solid.
BUT you can't pet her like you can magnus and yogger. which is a war crime.
i'd say sands was a good buy.
at the end of the day it's up to you. the DLCs can, (namely in the case of sands) improve your experience notably, but they aren't a requirement by any means.
The Wolf Wars is a story based dlc to give some lore on the world. It also gives 5 skins and a new character Yogger and a new pet Wolfy. Yogger is considered to be one of the best characters and Wolfy is good for some comps (although expensive)
Finally, the Sands of Ulminin gives 2 characters, 3 pets and an entire new region. The region gives your runs a lot more decision making and the new two characters are solid. The main point of contension is the price, which is messed up in some areas due to steam regional pricing. But given the fact that it hasn't changed... steam probably isn't changing the prices.
That said, you don't need DLCs to enjoy the base game. The base game comes with 16 heroes (4 classes 4 each) and a lot of content. If you feel like you've had your fill and want something new, Sands is an excellent additional purchase.
