How to upgrade cards like Divine Grace?
It cannot be upgraded at a forge, yet it has a card for each rarity.

As you level up your characters, their character-specific cards will upgrade.

I forget which order and at what level. But as you level them up, every 4th level up to level 44, the character either obtains a starting item upgrade, level-up card upgrade, card back, or skin.
