What couts as a "hit"?
I see some items with "apply X with hit". For example:
Slashing damage +4
Bleed charges +2
[Damage with hit]
Apply 2 bleed

If I add it to a mage with spells, will it work also?

'with hit' means when you strike someone with an attack. That attack can be any attack type (physical or magical). It also states 'damage when hit' which I think (not 100% on this aspect) means that you have to hit their HP to get that extra 2 bleed, ie not hit block charges.

so better read as "damage dealt" then?

Damage with hit means that you have to "deal damage" in order to score a valid hit. Same goes with "For every chill you apply, apply 1 burn". The chill has to land in order for the effect to occur.
