Having the few enemies where it would feel really powerful to utilize be completely immune to the effect disincentivizes getting those cards at all. Perhaps Weak should simply just be 30% in general but a bit more common to get and work on everything. That way a deck strategy that tries to keep Weak stacks on a boss is a valid defensive strategy similar to having lots of Vitalize or Block/Shield.
Personally I do not see the need for more, without completely trivializing fights.
During a run(especially at higher madness) more of the act 3 and 4 encounters will be tough and powerful enough to the point where Weak will have an impact(while they usually wont live long enough for massive stacks of Insane).
As for Demoralizing Shout, it applies both Weak and Vulnerable with the base, Yellow and Purple upgrade, and will be a very effective debuff against various encounters including bosses(you can usually stack Vulnerable on them, and most bosses have minions or summons, which are usually not immune to Weak).
It is only the Blue upgrade that does not apply Vulnerable, to compensate for not having Vanish. The Blue upgrade is a very specialized upgrade choice.
