It's not likely the developers want to simply abandon something of personal and financial value. Possible, yes. Likely, no.
It would not be the first issue in my years on Steam, and my 2,000+ games (and 35+ years of PC gaming), that I never saw corrected despite the best efforts by developers.
The best way to tell is if the developers have maintained contact over the issue in question, or simply ignored it, and us. I count eight developer postings on this discussion topic alone.
And please trust me when I say that I too am tremendously annoyed by this mess. But developers in general are people with families to support, and the same dreams of success as the rest of us. I would imagine their frustration is even greater than ours.
Thank you.

Of course we do not want to "abandon" you in a situation where the product is not functional for you! We had the impression that it is currently only a cosmetic issue, making it not our top priority to fix. If this is not the case, we want to apologize for that and you having to wait such a long to be able to play the game!
Please let us know: Which platform are you playing on? If you play on Steam and encounter the issue, do you have the epic launcher installed on your system?
Thank you very much for your patience and also thanks to @Chiquita's foofaraw for your understanding words!

That is no longer available (for me.) Or more likely, I more recently played the game in a manner in which these choices are not available, in which I offer my apologies for my poor memory. (Pretty old guy here.) As well, when choices are offered, something feels different. A feeling of something unfinished.
Of course I can still play, it just feels different, and a bit temporary compared to my memories. But I've also played (to some degree) almost all of my 2,000+ games, so things do run together a bit.
If I'm W-A-Y out in left field, I offer my apologies.
Thank you.

I recognize that the purpose of updates is to change gameplay, and as such it's not unexpected that there will be differences. However, this video confirms that (for whatever reason), the skillset choice I mention does indeed seem to no longer be available. True, that could be because that choice is only available on the first game, and becomes permanent and unchangeable thereafter, but I doubt that. (Again, too much time has passed for me to remember accurately.)
The reality is that perhaps the best way to determine once and for all if changes have taken place as a result of the missing overlay is for someone with a greater familiarity with Insurmountable to watch this video. It's not very long, and I suspect that it may act to answer all questions (obviously, before upgrade changes are considered.)
Here's another, also from about one year ago (and there are others):

Supposedly, both are from PC versions.
Thank you, and I apologize for what appears to be a passing off of responsibility, but it's the best suggestion I have to offer.
Thank you.
Until this post, I'd never even heard the term "epic launcher", so my answer is no. Strictly Steam.
Thank you.
I bought and installed Insurmountable recently (last 2 weeks or so).
I've also been getting the "missing DLL" error every time I start the game. It did not appear to effect the gameplay itself, but at no point when I started the game, did I get the screen where one can choose the character to start with. Something that looked a bit like that screen flashed through quickly, but then the game was starting with the adventurer character already in the field so to speak. I also didn't get the difficulty level choice, mountain choice, or route choice screens.
It seems quite unlikely that I might have accidentally clicked on the initial loading screens so, that it would've automatically skipped these set-up screens.
I haven't yet attempted to reinstall the game and start anew from scratch, so I don't know what will happen then. So far I'm fine to keep playing. As far as I can tell, everything seems to work fine, but of course if something is missing, I'm not going to know, am I.
Btw, to the creators, this is an excellent game and I'm very much enjoying it.
