The complaints about season 3 and 4 have mostly been fixed so you shouldn't have to worry about that.
There is plenty of players and you shouldn't have trouble finding players on lower levels / players of your skill level.
The game has an incredibly varied roster of characters, and the base kit almost always has someone you'll love to play. The dlc characters aren't "better" in any way to the base characters, and when starting out the least of your worries should be where characters rank on a tier list. Just pick someone that looks cool or someone that you like to play.

In terms of DLC, usually the way it goes is new DLC characters are released underpowered and buffed later. Dizzy is currently a bit too weak, Johnny is a bit too strong and the rest of them are a mixed bag. Overall you don't need DLC characters to enjoy the game.
sure you'll always find more people on day 1 of a fighting game, but there's no fighting games who don't have at least some kind of communities, like discords or group of friends.
like, my friends and me are still playing Aquapazza on Playstation 3 and we still organize tournaments on it.

About the second question, the dlc characters do add to the experience, but they're pretty balanced in comparison to the base chrs (Must mention that the best character right now, Ramlethal, is part of the base roaster)
USA East Coast is on steroids. You have to sweat much harder there than elsewhere.
There are a lot of players currently, including quite a few new players still. Of course, the higher up the ladder you go, the more players you'll find. But you shouldn't have a problem finding matches at the lower levels.
