Really, all that was nerfed was his ability to make so many mistakes in a match and still win, but if you are very familiar with the character and didn't have a chronic habit of blood raging or risking high blood in neutral when it didn't warrant it, he's still going to feel much the same as he did last patch.
Nago is fine, and he definitely isn't mid tier. What you're noticing is people who used his power as a crutch starting to stumble.
