I think you just hit them repeatedly until they go into the RISC State right? I'm new to the game so not to sure, but I think I did that mission too. Basically it's a penalty for them for not getting out of your attacks fast enough and just blocking non stop...or maybe it's cause they aren't moving forward I don't remember.

RISC is the small gauge under Burst, when you hit blocking opponents the gauge fills up, if you then manage to hit them, the accumulated RISC will cause your attacks to deal bonus damage, if you hit an opponent with full RISC, the game forces a counter hit for even greater reward.

If they stop blocking attacks for a while, the gauge starts draining.

RISC refers to the RISC gauge located under the Burst gauge. When an attack is blocked, the RISC gauge goes up. The higher the gauge is, the more damage you take. If the gauge is full as indicated by the warning symbol, the next hit you take will automatically be a counter hit, even if you weren't doing anything. It's meant to discourage you from blocking too much.

Faultless Defense, in addition to pushing the opponent away from you and negating chip damage, also doesn't raise the RISC gauge when you block something with it.

RISC architecture is gonna change everything. RISC is good.
