Recoloring models/sprites requires little to no effort and they're charging $15? oof, and what makes it worse is that they don't even let you buy for specific characters, instead u gotta pay up for characters u'll never use.

SFV had like 2 colors per character when it just came out
You could unlock the colors beating the survival mode
And you could unlock colors in GGEZ another way, what's your point?
Survival mode is horrible. You could earn the dosh to unlock the colors in GGEZ in a fraction of the time it takes to clear survival mode. Also your original point was about the least amount of available colors at launch, not how they're unlocked. Regardless of how they're unlocked, SFV had 2.
It's a small thing, but its nice to have something to unlock. DBFZ does this with its equivalent of GGST's fishing game, but in Strive all you get is stuff for your avatar. I would prefer a return to DBFZ's format.
how come they can't do alternate costumes?
I didnt play SF5. My perspective is mostly from games like BB, GGAC, Persona, UNIST, Arcana, Melty.
Of course, you're right that perhaps more than 1-2 games had such a limited set, but it is still jarring coming from "anime FGs".
I have fond memories of people in my local scene and in other scenes being attached to particular colors for particular characters- it was a nice expression of personality and so on. Only 6 colors pretty much culls that, and $15 is pretty steep for the color DLC's size.
I understand and accepting having DLC, including having lots of DLC- DLC is an inevitability because game development costs continue to rise, inflation continues, while game prices stay stagnant. Simple math- developers need to figure out something to help them make more revenue. But $15 for a moderate amount of mere colors seems excessive to me, especially compared to games where $10 gets you 1 or more characters/factions/mechanics/etc.
