You don't even have to do 63214, you can do 624 and it will register.
Try it in Pratice Mode to see your inputs.
Press forward, down, back, forward and it will work perfectly as a HCB,F special, even with the input records showing no diagonal input at all.
Of course, that's kinda moot in a controller since you're going to slide your finger across anyway, but makes even more precise for keyboards and hitboxes and might allow for some extra techniques in a stick.

perhaps catering to these people is a mistake
If you do not input a clear "back" (not a down-back, a pure back), it won't register as a half-circle back.
So if you do your motion too quickly, you might end up hitting something like:
F, DF, D, DB
This will not register as a half-circle, you need the B in the end. I think SF and a few other games are lenient in skipping that in half-circles, so this might be where someone could feel some difference.
